Can you give an overview of DOST-TAPI’s mission and its role in promoting innovation in the Philippines?
DOST-TAPI, or the Department of Science and Technology - Technology Application and Promotion Institute, was established under Executive Order No. 128, which reorganized the National Science and Technology Authority. Its mandate was further expanded by Republic Act (RA) 7459, also known as the Inventors and Inventions Incentive Act, which provides support and incentives to Filipino inventors. In addition, other enabling laws empower DOST-TAPI to fulfill its mission. These include Republic Act 10055, or the Philippine Technology Transfer Act, which establishes a framework for managing and commercializing government-funded intellectual properties, and Republic Act 11337, or the Innovative Startup Act, which strengthens and promotes the Philippine startup ecosystem through targeted programs and benefits. DOST-TAPI is one of the agencies mandated to implement the provisions of these laws.
With this legislative framework, DOST-TAPI plays a vital role in driving innovation, facilitating technology transfer, and supporting entrepreneurship in the Philippines. The institute’s vision is to be a strategic partner in advancing national socio-economic growth by fostering a culture of innovation and promoting globally-competitive and practical technologies. How does DOST-TAPI support local inventors and researchers in bringing their technologies to market?
DOST-TAPI supports local inventors and researchers through several initiatives focused on four key areas. First, in the area of technology transfer and commercialization, the institute facilitates business development by providing grants and venture financing for new and emerging projects. These grants are often pre-equity or free money, while loans come with flexible repayment terms to reduce the financial burden on innovators.
Second, DOST-TAPI offers comprehensive intellectual property (IP) assistance to protect the technologies developed by inventors. This includes help with securing patents, utility models, trademarks, and copyrights, covering the entire process from drafting specifications to filing and granting IP rights. All expenses related to these services are covered by DOST-TAPI, making them free and accessible to all.
Third, the institute provides targeted support for individual inventors and innovators through programs like the Invention Development Assistance Fund (IDAF). This fund aids inventors in conducting initial experiments, developing prototypes, and carrying out other invention-related activities to transition their ideas into market-ready products.
Finally, as the marketing arm of the DOST System, DOST-TAPI is responsible for promoting and commercializing technologies developed within DOST and its affiliated agencies. This includes showcasing these innovations and marketing the services of the other DOST operating units.

What are the most significant success stories or flagship projects DOST-TAPI has supported?
DOST-TAPI measures success primarily at the development stage, where many technologies and startups face challenges such as limited capital, lack of mentorship, and technical support. Recognizing these gaps, DOST-TAPI uses government resources to bridge them, enabling technologies to progress toward commercialization.
Among its flagship projects is CharM Technology, which significantly reduces the charging time for utility-grade electric vehicles, such as e-trikes and e-jeepneys, from hours to mere minutes. This innovation has been showcased at international events, including the Consumer Electronics Show (CES) in the U.S. and invention fairs in Seoul, Singapore, and Geneva. Another success is Tekton GeoMetrix' QBX Technology, a cost-efficient strong motion accelerograph that records seismic data for structural integrity assessments in high-rise buildings. This innovation is particularly vital in the Philippines due to its location on the Pacific Ring of Fire.
Other notable projects include Hiraya Tech, which offers smart water management solutions tailored for developing countries, and Sol-X, the Philippines' first digital energy solution platform, which has expanded its services significantly since its R&D phase. Additionally, recent funding recipients such as Collo, Dehusk, Alerto, Doon, and Dormy have shown promising potential for commercialization.
While many of these technologies are still gaining traction, DOST-TAPI's continued support through grants and financial assistance highlights its commitment to fostering innovation and helping Filipino technologies succeed locally and globally.

Are there any upcoming programs or initiatives for Filipino entrepreneurs and inventors?
DOST-TAPI offers a wide range of programs to support Filipino entrepreneurs and inventors at every stage of technology development. For the ideation stage, initiatives like the Invent School Program (ISP) and Concept Prototyping Program (CPP) focus on capacity-building and funding for prototype creation. The Intellectual Property Rights Assistance Program (IPRAP) supports patent filing and protection, including international filings.
In the development stage, programs like Grants and Assistance to Leverage Innovations for National Growth (GALING) and TECNiCOM provide financial assistance for enhancing technologies and fast-tracking commercialization. For the commercialization stage, Venture Financing, the Expanded Venture Program, i-TECH Lending under the Invention Guarantee Fund (IGF) offer funding to support production, market entry, and scaling. The Honing Innovations, Research, Agreements and Negotiations of the Government-Funded Technologies (HIRANG) Program also provides consultancy and capacity-building for market readiness.
